OTA Alternatives

I wish I was more adepth to this to handle it myself but.....

Is there an alternate library to push OTA's to sleeping nodes? I see the 2 ways here of using either a python script or Windows app. Specifically I was wondering if there was a way to upload a new firmware from lets say another Arduino (Particle.io module, ESP8266 with RFM69 connected to it) I guess it would need to be a C library.

Its easier for me to build a hub / gateway in embedded micro controllers than learn a linux distro that can use python scripts.
