Is there any way simple way i could connect a usb moneinto to an android phone and then control it with python code?

Hmm ... never saw it done or tried it. My guess is not.
Does your android phone have a USB Host port?

Why would you want to do that though?

Oh and congrats for coming up with a brand new moteino name: the moneinto  ;D

Im new to all this.
Sorry about the name  :)

I have a micro usb to regular usb that i could connect a mouse to the android.

I got the mailbox notification kit working, and now I have a receiving moteino connected to my computer. I would like to use an old android i have laying around instead, because the computer gets shut off sometimes.

If you have a way to power the Moteino from the android and also make it emulate a serial port on your android, then maybe you could do it.
I think it would be much easier to use a RaspberryPi since there's so much documentation and has been done so many times.
But anyway you may want to also check out this thread (https://lowpowerlab.com/forum/index.php/topic,1583.0.html), not really what you're looking for but also makes other uses of old android phones.

You could use a serial Bluetooth  connected to moteino  and simply pair your phone with  it.

You could use a serial Bluetooth  connected to moteino  and simply pair your phone with  it.

What a great idea.  Which serial Bluetooth module do you recommend for that?  The reason I ask is that last time I checked (which was a while ago), I've mostly read people complaining about how hard Bluetooth modules were to use.  Maybe you (or someone) knows of some good ones though.

you will need USB OTG cable and FTDI USB adapter
then install FTDI UART Terminal

it works for me.
