Do I need an FCC certification for the hopeRF module?
When it's required? Are the moteinos FCC certified?
I just don't clearly understand that, hope someone explain that.

For 915mhz there are fewer restrictions. So it's probably a better choice, but different places might have different rules.

First: I'm not a lawyer and my opinions are not legal advice. If you are just playing with them at home, I don't think anyone cares. If you sell any end-user product in the USA including a Moteino with HopeRF module, you will need to get your device certified to meet FCC requirements under whichever part of the regulations apply to your product, such as Part 15 (http://en.wikipedia.org/wiki/Title_47_CFR_Part_15).
I assume a bare HopeRF module, or a Moteino as sold here does not need to be FCC-certified because it is considered a "component" rather than a finished consumer product. (eg. you have to solder on the antenna wire and connectors yourself).
