Low budget oscilloscope

I ended up going with the Rigol DS1054...
I searched high and low and I found it indeed the biggest bang for my buck...

It's quite great, you will like it.
I wish it had a digital filter and I wish it could hide the sides for a larger signal view ... but oh well!

Is there pc software  I can  use with Rigol ds1054z to record/playback analyze? Really the main thing I want is to be able to share a recorded  file with someone.

I dont see how to record and play back with Ultra scope and ultra station if relevant is not working by me.

Don't use PC SW, it is not good. But you can put usb stick into scope and take screen pictures of it, the is probably the way to go

The scope allows saving CSV data and other formats along with bitmap screen captures.

If you are a Linux user you can use DSRemote/ to control/communicate your scope via LAN or USB.  I can verify that it works on a Rigol DS1054Z via LAN running Linux Mint 17.3, YMMV on other distributions.  99% of the time I use it just to capture screen dumps.
