High Power Long Range against ETSI ?

Hello everybody,
i am product engineer and new to RF , long before i do low range product(SRD).
However, my boss(or my customer) request me to do a long range (400m+) product.
I have few question instead, 
1)using either 433/868MHz using normal trx(like RFM69) that have budget link TX +13db/ RX -120 (budget link= 133) , and pcb antennae?, is it possible to achieve this (>400m) and pass ETSI 300220.
2) Why there is +20db TX power option(in RFM69H)? it can't pass ETSI300220 in 433(10mW) or either 868(25mW).
3) For 868MHz what is the criteria to get 25mW (frequency hop?)
